On April 1, 1805, during the first meeting of the newly established Town of Wells, Town Clerk William Wells recorded two laws:
- That to be lawful a fence had to be 4-1/2 feet high.
- Swine are forbidden to appear on the Commons.
Today, major procedural steps are required before a Local Law is adopted.
